Introduction

The Government of Kerala recognises training and capacity building as essential components for achieving excellence in public service delivery. The State Training Policy provides a structured framework for planning, implementing, monitoring, and evaluating training initiatives for government employees, with the objective of enhancing professional competence, efficiency, accountability, and responsiveness in governance.

The State Training Policy (STP) of Kerala was first formulated in 2004 in response to the need for a structured and cohesive approach to training within the State’s public administration. The 2004 policy marked the first time the Kerala Government formally recognised that the human resources serving in public offices required systematic grounding, grooming, and professional development as an obligation of the State. It established key principles such as conducting training needs assessments, developing training modules, and deploying departmental training coordinators and managers to ensure effective implementation.

The policy underwent a comprehensive review and revision in 2017, retaining its core philosophy while updating strategies to meet contemporary governance challenges. The revised policy reaffirmed the commitment to “Training for All” and strengthened the institutional mechanisms for capacity building.

Prior to the formalisation of the STP, preliminary efforts to draft a training policy dated back to the early 2000s. A preliminary draft was prepared in 2000, followed by workshops and consultations involving subject experts and government officials. Subsequent revisions and committee reviews in 2001 laid the foundation for the policy that was ultimately approved and adopted in the following years.

Objectives of the State Training Policy

The key objectives of the State Training Policy are as follows:

  • In-Service Training: To update knowledge and skills in response to changing policies, technologies, and work practices.
  • Refresher Training: To reinforce existing competencies and improve performance.
  • Specialised and Leadership Training: For officers handling technical, managerial, and leadership responsibilities.
  • E-Learning and Blended Learning: To enhance access, flexibility, and cost-effectiveness of training.

Institutional Framework

Designated training institutions, including Administrative Training Institutes and departmental training centers, shall function as nodal agencies for implementing the policy. Departments shall coordinate with these institutions to ensure standardisation, quality assurance, and effective delivery of training programmes.

Monitoring and Evaluation

Training programmes shall be monitored and evaluated using clearly defined indicators. Evaluation shall assess relevance, quality, learning outcomes, and impact on job performance. The findings shall be used for continuous improvement and policy refinement.

Funding and Resource Utilisation

Adequate budgetary provisions shall be made for training activities. Funds shall be utilised efficiently and transparently, in accordance with applicable financial rules and guidelines of the Government of Kerala.
