Centre for Good Governance-Kerala

In light of the address by the Honourable Governor of Kerala to the State Legislators on1st March 2012, a Centre for Good Governance - Kerala was proposed to be housed within the Institute of Management in Government (IMG), Thiruvananthapuram to aid governance reforms and innovation.

IMG has set up a Centre for Good Governance as an independent initiative to focus on good governance. The Centre for Good Governance undertakes documentation of good governance practices, evaluation studies and collaborates with allied institutions to create a database of e-governance initiatives and other citizen-centric good governance practices. CGG also holds occasional talks and organizes conferences. Through these activities, CGG proposes to become a catalyst to:

 

  • Mainstream successful good governance practices.
  • Improve procedures and practices for better governance.
  • Open a window to the opportunities to improve governance.


The CGG - Kerala predominantly engages in the following activities:

  • Academic and action research.
  • Advisory and consultancy services.
  • Policy analysis and advocacy.
  • Formulate performance standards and professionalization strategies.
  • Conducting change management programmes for various Government departments
  • Documentation and Dissemination of Good Governance Practices.
  • Documentation of studies/reports.

Activities, Projects, Research and Collaborations


1.    Policing during a Public Health Emergency Challenges, Scope and Possibilities (2021)

The study “Policing during a Public Health Emergency: Challenges, Scopes and Possibilities” draws upon the valuable experiences of the Kerala Police in enforcing the lockdowns, restrictions and safety protocols. The international best practices of Public Health Emergency were reviewed and those which can be adapted in Kerala were included. The report presents comprehensive recommendations to the State Government and Police department to empower the Police to effectively fulfil their responsibilities during a PHE that may arise in future. The interventions suggested in the report relate to policy issues, structural issues, human resource development aspects, technical dimensions and financial aspects. Dr. Mini B Nair, Dr. N. Rahul and Smt. Amala Bonnie, Assistant Professors at IMG have executed this project.

2.    Right Sizing the Manpower of Kerala State Pollution Control Board (2021)

The study “Right Sizing the Manpower of the Kerala State Pollution Board” was entrusted with IMG as part of strengthening the infrastructure required for controlling pollution in the state. The study was an attempt to assess the right quantity and quality of manpower required to meet the challenges in pollution control and environment protection. This study has recommended an integrated approach to vitalize the existing and the emerging human resource of the organisation. It has also suggested the steps and the activation required from the leadership to have the right attitude and skills along with motivational indicators. The study has done an all-round approach in assessing the work of the technical staff in relation to demand for pollution abating activities by KSPCB. Preparation of a job description for the technical personnel and measurement of performance through a performance appraisal system were also given due importance in the study. Dr. Mini B Nair, Assistant Professor, IMG and Dr. R Prakasan, Former Professor, IMG have executed this project.

5.    Kerala State e-Governance Awards 2019-2020 & 2020 -2021

Enhancing quality of services to common citizens is one of the key motives of Government of Kerala. The Government has taken several initiatives to make this possible and e-delivery of services is one such major initiative. This aims to transform India's most literate state into India's most e-literate and e-governed state. In 2008, the Kerala Government instituted a programme to encourage undertakings and departments, cooperative societies, academic institutions and statutory bodies based in Kerala to create and deploy the tools that would make their operations more meaningful and user-friendly. This took the form of the Kerala State e-Governance awards that recognize and honour the best e-governance projects and solutions in the State.

6.    Kerala Chief Minister’s Award for Innovation in Public Service, 2021

In keeping with Government’s policy of giving topmost priority to improve Public Service Delivery, Government have constituted Chief Minister’s Award for Innovations in Public Service. It is awarded annually in four (4) areas

  • Personal Management
  • Public Service Delivery
  • Developmental Interventions
  • Procedural Interventions

 

IMG has been authorized to identify innovations and select the best institutions through a transparent process, including the setting up of an eminent jury, constituted by the Government every year, with The Director of IMG as the Convenor. The award carries a cash prize of Rupees 5 Lakh each, a Citation and a Certificate


7.    Lecture on ‘CIAL Story: An Experience Sharing’ by Shri. V J Kurian(Founding Managing Director, Cochin International Airport Limited) on January 27th, 2021.

8.    Lecture on ‘Women in Public Life in Kerala: History, Experience & Learning’ by Dr. J Devika (Professor, Centre for Development Studies, Thiruvananthapuram) on December 15th 2020.

9.    Lecture on ‘Poverty Eradication: A lecture on 2019 Nobel Prize in Economics’ by Shri. Siddik Rabiyath (Assistant Professor, Department of Economics, University of Kerala and Social Commentator) on December 5th, 2019.

10.    Lecture on ‘Hortus Malabaricus : History, Science and Culture’ by Dr. B Ekbal (Member, Kerala State Planning Board and Public Health Activist) on November 23rd, 2020.

Upcoming Events


1.    National Seminar on Good Governance (16-17th August 2022)

CGG-Kerala is organizing a National Seminar on Good Governance at Thiruvananthapuram on 16th and 17th of August 2022. Centre for Innovations in Public Systems, Hyderabad is the knowledge partner for the seminar. The Seminar will be an occasion to bring together the several successful innovations in governance across the States. In order to ensure thematic cohesion, we have limited the best practices to the following sectors:

  • Social welfare and social Justice
  • Police,
  • Revenue and Land Governance,
  • Motor Vehicles Department,
  • Industrial Development initiatives,
