Orientation training
The Panchayat members, officials and the CDS members were oriented to the project through two day workshop.
Focus Group Discussion(FGD)
FGD was conducted with the Panchayat members and ADS & CDS members for getting the felt needs of women of local panchayats and the interactions threw light on the crucial gender issues prevailing in the Panchayat. FGD was also conducted with the 32 ICDS supervisors from all over Kerala to identify the problems faced by them as WCP implementing officers.
Expert Committee Meetings
Subject matter experts had to be consulted in formulation of methodology, tool preparation, handbook preparation etc.
Survey Method/ Interview Method
Multiple tools were prepared for gathering information from the major stakeholders. Through a structured interview schedule, data has been collected from implementing officers of WCP and all elected representatives, standing committee chairpersons, functionaries of Community Development Society. It was helpful in understanding the process of project preparation, implementation. This also gave an insight into the gaps of the WCP projects in addressing the felt needs of women of the Panchayat. Investigators for data collection were trained by a one day workshop.
Beneficiary assessment
Data was also collected from WCP beneficiaries through questionnaires for assessing the impact of WCP schemes in the last 5 years.
Institutional records/ documents
Institutional visits were done for collecting reports of violence and atrocities against women from Schools, Primary Health Centre, Community Health Centre, Ayurveda hospital and Police station within the Panchayat. It has also highlighted the rate of increase gender violence.
Gender-equality-oriented assessment of resource distribution
Details regarding resource allocation and fund distribution of projects have been collected from the 4 study Panchayats. The data reveals that the allocated 10% was not fully earmarked or spend.
Participation-oriented development measures for gender equality in resource distribution
From the discussions with stakeholders it was revealed that participation oriented development measures for gender equality in resource distribution is not fully happening. Neither the elected representatives nor the functionaries were aware of details of WCP.
