CAPACITY BUILDING CALENDER 2017-18 (updated training calendar 2017-18)


 Vision, mission and training objectives of the training policy as well as of Institute of Management in Government are given below: 

Vision of IMG        :      “to become a facilitator of pursuit of excellence in governance”          

Mission of IMG     :     “to become a centre of excellence for Capacity Building for    providing an efficient, transparent, equitable and citizen centric public service delivery system in a knowledge society”.


The mission of Training Policy is to transform each government employee into fully developed, duty conscious, ethical, development oriented, well behaved, competent, motivated members of the work team committed to the promotion of public welfare. 

Training Objectives:     

  • Match individuals’ competencies with the jobs they have to do and bridge competency gaps for current and future roles with the aim to improve performance of individuals and organizations.
  • Expose the civil service to new trends in the socio-economic and political environment in which it operates
  • Update on reforms and initiatives in governance
  • Impart skills and attitude for reengineering of processes and e-governance
  • Build attitudes conducive to institutionalizing citizen centric, corrupt free and participatory governance.


The outcome of the training is a Public Service System for the State, built on people-focused management that allows the greatest room for their participation in decision making, and one that is geared towards promoting continuous innovations as part of a relentless pursuit of total quality in governance.

 I. IMG Role Analysis

The New State Training Policy 2017 was approved by Government of Kerala and entrusted its implementation through IMG in the month of July 2017.  IMG was also instructed to perform the role and responsibility of the Apex Training Institute for the State.  To re-equip the Institute as an ATI, IMG has to overhaul the system of conduct of training and decided to increase the scope of research in building Capacity Building of the departments re-iterating IMG’s vision of becoming a “facilitator of pursuit of excellence in governance” and its mission “to become a Centre of Excellence for Capacity Building for providing an efficient, transparent, equitable and citizen centric public service delivery system in a knowledge society".

            For this, training policy instructs IMG to appropriately take care of the capacity development of the employee population of Kerala by dividing them into four levels:-

  1. The operative level at the cutting edge, where the focus would be on functional skill, attitudinal orientation and soft skills so as to improve customer orientation would be given priority.
  2. The supervisory junior management level where the focus is on motivating others to work, co-ordination and supervision, coaching, counseling skills, interpersonal skills and a role model function.
  3. The middle management / administration level concentrating on professional   excellence. Leadership and a clear understanding of departments related issues.
  4. The top levels of the civil service with emphasizing policy analysis, strategic and lateral thinking and policy formulation.

  • Documentation of best practices and converting to training material in modern formats 


II. Necessity for revision and redesigning of the capacity Building Calendar of 2017-18

In its perspective plan which dates back to 1979, in the Perspectives (page 1, para 3, (b), it is stated that “ It shall be an apex institution for the state in all aspects of management inputs providing services, setting standards and regulating management inputs by other agencies etc .”

The New Training policy has also urged IMG to revamp its position and role in the capacity building of the Civil servants of the State.

Hence, it was decided to strengthen the existing 97 training institutes of departments to conduct capacity development programmes for furthering excellence in governance and conduct the training / capacity building requirement of departments.  To enable this, IMG is doing a stock taking of the existing capabilities of those institutes.  In the  mean while IMG will be prioritizing the existing training calendar of programmes and conduct  the  training for top levels of the civil service with emphasizing policy analysis,  strategic and lateral thinking and policy  formulation.   For this IMG is undertaking Seminars, workshops etc.   The deliverables from the above activities will form the materials and input for preparation of training / capacity building modules for respective departments. 

All IMG Lead programs act as a complement in unison resulting in excellence in governance felt and experienced by the citizen approaching a Government/public office or facility.   One program alone or two will not lead to Excellence in Governance or Citizen Centricity or Higher Quality Impact. 

The ToT for Behavior Change, Competency Gap Bridging Programs, Societal Capacity Building Programs, Culture Audit periodically in all Departments, Stakeholder Empowering Workshops Networking with National Institutes, Professional Associations, good training video production, use of social media for communication etc, planned and executed are in a harmonious manner, as parts of a complement.

When one Lead program is acting as a complement of another program leading to empower, enable, energize all actors including the citizen in all transactions through IMG inputs, IMG will be accountable and its programs are likely to be effective.  Measurable indicators will be developed for each of the program after defining what is the level of Excellence in service expected by the citizen, and each program effectiveness in terms of citizen benefit will be measured.  Process mapping also will be done before organizing each IMG program on Government processes involving citizens.  Research component will be embedded in all capacity building programs both pre, during and post stages.  As far as possible a mix of methods of capacity building shall be adopted in the most innovative designs giving more emphasis on in situ interventions, for durable transformation towards excellence in governance. Conceiving and developing replicable /scalable models of Excellence in Governance and Total Quality in Governance will be the goal in the short term, for scaling up in next phase.  

  1. State Training Policy Programmes (STP)(individual capacity building programs) – These Programmes come under the purview of State Training Policy of Government of Kerala.  As many as 50 Government Departments of Government of Kerala are included under this scheme.  The programmes are coordinated taking pro-active support from departments concerned and monitored by Training Coordination Committee (TCC) of the department.
  2. Competency Gap Bridging Program(Individual and institutional capacity building programmes ) - Competency gap bridging for current and future roles is a significant objective of the Training Policy.  Already all the Heads of Departments are requested to communicate their inputs on the perceived competency gaps so as to receive on or before 15th September 2017.  IMG may have to directly conduct a study in a few departments also, using a variety of tools of competency gap analysis, for preparing an excellent “Competency Gap Bridging Program” action plan. For this IMG is taking the lead role in organizing and conducting ‘Competency Gap Bridging Program’ of 3 to 5 days at the three Campuses as per the Calendar. Conducting Competency Gap Analysis in various Departments for each of the four categories of Government employees, using various tools and use inputs for designing programs tailored to each department and to each level of employees. Designing common Competency Gap Bridging Programs applicable for all departments.
  3. Workshops /seminars/ Action Research on Societal Capacity Building to facilitate excellence in Governance (participatory, responsive, accountable, transparent and effective governance ) - Capacity building of citizen to enjoy the fruits of excellence from Governance, presupposes deciding the parameters of quality of governance also.Unless, societal capacity building in terms of capabilities and competencies, to get excellence from governance, is not occurring, the agents may not provide excellence and acceptable quality to the citizens.  While individual capacity building and institutional capacity building are easier to carry out through well-known methods, societal capacity building is complex and multidimensional.  What innovative and effective methods of capability or competence, citizen and citizen groups need to acquire, strengthen and deploy, and who will do it in each district and city/town are aspects of societal progress.  
  4. Induction Training for Promotee IAS officers – These programmes are supported by DoPT, Government of India and coordinated in collaboration LBSNAA Mussorrie.  Officers promoted into IAS in different state cadres are provided 6 weeks long induction training including one week Bharat Darshan and one week Foreign Study Visit. 
  5. New Induction Training for Group B and C officers – The newly inducted officers in Group B and C category in State Government services are provided 12 days long induction training in selected districts in Kerala.  The programme developed by DoPT, Government of India, is administered in 5 districts in the State. The programme module includes a night stay with village people, blood donation camp, soft skill components and department specific topics.
  6. Specific to State Category Programme sponsored by Government of India – These programmes comprises programmes on domain areas and Trainer Development Programmes.  The participants are drawn cutting across different departments including NGO officials. IMG will conduct such programmes under this scheme during the year 2017-18.
  7. Executive Development Programmes and Other Sponsored Programmes – These programmes are organized on a demand driven basis.  The client organizations request for training and bear the cost for organizing training. This year IMG is collaborating with MG University and Kerala Veterinary and Animal Science University for the conduct of such programmes.  
  8. State Specific Induction Programmes – Such programmes are organized by IMG with the support of Government of India and are coordinated by IMG faculty members directly.
  9. Institutional Capacity building Programme - Departments and their related institutions and stakeholders are brought together for exchange of concerns and joint action planning for journey towards excellence in citizen centric Governance and people focused management in a particular sector.  Government process re engineering is a part of the approach in the new training policy.  The systems, processes, structure, technology and capacity building in institutional /holistic level is essential for effectiveness in unison with individual employee level capacity building.
  10.  Governance and Leadership Programme - IMG will take the lead role in conducting training programs for Grama Panchayat Secretaries and equivalent officers in Municipalities and Corporations, conducting the training programs on Leadership and Governance for senior management officers, leading in Institutional Capacity Building initiatives, etc. Top officials of Government secretariat will also be covered by the programme to enable them to ensure manage and lead excellent, citizen centric services delivery in departments.
  11. Capacity building programme of IMG - An institution which was focusing on training for the past three and half decades would have its staff members tuned to training related skills. When the shift changes to research, deskilling/re-skilling of existing staff has to be systematically undertaken. The staff at all levels does not have clarity regarding the big picture. Increased dependence on external help in areas like audit, preparation of RFP etc. as a result of competency gap of staff of IMG. Inadequate competency of lower level staff also results in the supervisory officer ending up doing subordinate’s work. Depleting human resource of IMG is a major issue. Skill gap of staff leads to Lack of sustainability of any new initiatives. This can be resolved through developing systems. If IMG is to shoulder its role fruitfully, IMG should have an strong organizational culture. Hence it is decided to conduct ‘Cultural Audit in IMG’ and then developing models of culture audit in other Departments.

III Criteria for planning of the Capacity Bulling Calendar 2017-18

  • The entire management development programme will be done by IMG in its three centers.
  • All the capacity building programme for senior management will be done at IMG
  • All Institutional capacity building programmes will be facilitated by IMG
  • All Societal Capacity Building programmes will be facilitated by IMG
  • All other programmers will be done at the other Training Institutes, with the guidance and mentoring of IMG.

  • Effectiveness  monitoring method
  • Development of Governance and leadership Training Schedule
  • Institutional Capacity building Schedule

IMG is preparing new designs for the capacity building initiatives where we would use sandwich programmes which have both classroom and field component.  IMG is also developing in situ modules, which would facilitate learning with in the work site itself. 

Monthly capacity building plan will be drawn up by Programme Committee, which will become a detailed then the Annual CB Calendar and State Training Plan.  The important programmes that are to be  included in the capacity building plan for October include Module on  Governance and Leadership (GAL), Competency Gap Building Programmes CGBP), Institutional Capacity Building Programmes of 10 sectors (Health, Forest, Fisheries, Tourism, Education, Water, Transport, Agriculture, Environment, LSGP) ToTs etc.

  • Criteria of effectiveness and transformation of the trained employee
  • Ensuring citizens participation
  • Criteria of Budgeting and resource use

Criteria/ parameters are re set according to the new state training policy.  IMG will take urgent steps in attaining ISO-9000, ISO-14,000 (Environment Management) and 37,000 series certification to make our processes/environment/safety systems quality oriented and as model for learning by other departments.  The Certification process will also be a learning/capacity building exercise for IMG, which can be disseminated to other departments.
